It combines:
Sinai Pattern (earthly kingdom, priesthood, protection)
Scapegoat Mission (Leviticus 16:10)
Isaiah 49:8 Covenant (“I will give you as a covenant to the people”)
This covenant is given to the Modern Day Servant [MDS Isa 49:1-9] and extended to the YORWW Congregation, forming the nucleus of the restored earthly kingdom.

The Four Living Creatures [Rev 4 & 5]
The 200 Million [Isa 5:26-30; Isa 55:13; Isa 66:18-19; Rev 9:16-19]
This is the restored Israel, the priestly core.
Kingdom B — The Abrahamic Nations -- Gen 22:18
The Global family of peoples who receive instruction, refuge, and blessing from Kingdom A. [See Malachi 1:11]
Together, they fulfill:
Isaiah 2:2–3; Micah 4:1-4 — "Law goes forth from Zion"
Revelation 7:9–17 — Nations receive healing [Isa 49:10; Eze 47:1-12; Rev 22:1-5]
